The Joan Convention (officially the ‘Joan Convention of LGBTQIA+ Rights’) is a diplomatic pact with the mission of protecting LGBTQIA+ people and ensuring accountability in regards to LGBTQIA+ rights among self-declared states (“micronations”).

Preamble

The Joan Convention, formerly known as the “Dainty Alliance Pact”, is a diplomatic pact with the mission of protecting LGBTQIA+ people and ensuring accountability in regards to LGBTQIA+ rights among micronations.

Section One: Definitions

  1. “LGBTQIA+ person” refers to an individual who self-identifies as lesbian, gay, bisexual, transgender, queer, intersex and/or asexual.
  2. “Transgender person” refers to an individual who self-identifies as a gender that does not match the sex assigned to them at birth.
  3. “Intersex person” refers to an individual that is born with several sex characteristics that do not match one sex.
  4. “Discrimination” refers to unjust or prejudicial treatment.

Section Two: LGBTQIA+ rights

  1. Every person shall have the right to be in a relationship with any other person, considering that the relationship is consensual and is between two people in a similar age group, and regardless of sex, gender, sexual attraction or lack of sexual attraction.
  2. Every person shall have the right to change their own gender in all official capacities, regardless of age, sex, gender, sexual attraction or lack of sexual attraction.
  3. Every person shall have the right to be treated as equals to other people, regardless of sex, gender, sexual attraction or lack of sexual attraction.
  4. Every person shall have the right to be protected from and seek justice for discrimination, physical violence and harassment on the basis of their sex, gender, sexual attraction or lack of sexual attraction.
  5. Every person running in an election shall have the right to be protected from denouncement on the basis of their sex, gender, sexual attraction or lack of sexual attraction.
  6. Every person shall have the right to express their sex, gender, sexual attraction or lack of sexual attraction without facing persecution.

Section Three: Joan Council

  1. The Unitary Republic of Curnon and the Hokorian State shall establish the “Joan Council”.
  2. The Joan Council shall be responsible for handling complaints, matters of enforcement and signatures.
  3. In order for an action to be made by the Joan Council, an agreement between the Unitary Republic of Curnon and the Hokorian State must be reached.

Section Four: Enforcement

  1. Signing States shall be obliged to report any violations of this Convention by other Signing States to the Joan Council.
  2. The Joan Council may withdraw a Signing State’s signature from this Convention in the case that it has violated the Convention or in the case that the Signing State’s signature may compromise the mission of the Convention.

Section Five: Signatures and withdrawals

  1. A State may sign this Convention upon receiving approval from the Joan Council.
  2. A Signing State may order the Joan Council to withdraw its signature from this Convention at any time.

Section Six: Amendments and termination

  1. Any Signing State may present an Amendment to the Joan Council.
  2. An Amendment may be made to this Convention upon receiving approval from the Joan Council.
  3. The Joan Council shall be obliged to make an attempt to inform all Signing States of Amendments made to this Convention.
  4. The Joan Council may terminate this Convention in the case that its mission can no longer be reasonably fulfilled.
